Fix HEAD^ error in GitHub Actions by fetching full git history

- Add fetch-depth: 0 to checkout step to fetch complete git history
- Add proper error handling for git diff command
- Simplify version check logic to only depend on VERSION file changes

This fixes the 'fatal: ambiguous argument HEAD^' error that occurs
when the workflow runs with shallow clone (default fetch-depth: 1)
