Create git repository for custom configs to pull dynamically and update template


- Create nf-core/configs
- Add existing configs to nf-core/configs
- Add includeConfig command outside `profiles` scope in `nextflow.config`
- NF will pull these at runtime so these can be used with `-profile`
- Update all pipelines to remove individual profile definitions in `nextflow.config`
