A delayBubbleListeners option (false by default) was added that will postpone binding the actual primary listeners until an event arrives. This way events are almost guaranteed to pass through framework listeners before they reach any inputhub listeners. It does this by binding a temporary capture listener instead. This option only works for bubbling listeners, as trying to delay captured events could result in losing them.

• wheel and mousewheel events bound as passive by default to match Chrome behaviour (since v.73)
• Package version bumped to 0.4.0
