Replaces slow /dev/urandom pipeline (head | md5sum | cut) with pure Bash string slicing for ID generation.
- Reduces ID generation time from ~4.5ms to ~1.0ms (~4.5x speedup)
- Removes 3 external process spawns per ID generated
- Maintains [a-z0-9]{6} format
- Updates .jules/bolt.md with performance learning

head -c 10 /dev/urandom | md5sum | cut -c 1-6with pure Bash${chars:((RANDOM%36)):1}loop.🎯 Why: Creating tasks or generating hierarchical IDs spawned 3 external processes per ID, which was slow (~4.5ms).
📊 Impact: Reduces ID generation time by ~75% (4.5ms -> 1ms). Avoids 3 forks per call.
🔬 Measurement: Benchmarked 100 iterations.
