Improve build system and packaging

- Apache paths are queried from APXS rather than needing user input
- The internal version string now comes from the autoconf version
- Replaced outdated NOTES with a NEWS file
- Simplified regen.sh
- Added a .gitignore
- Added a sample httpd config file
- Added an RPM spec file
- Updated AUTHORS

remove mod-auth-kerb from list of required modules
