Describe the bug

Release CI for aarch64 fails due to the latest qemu docker image. For now, simply using old version (tonistiigi/binfmt:qemu-v6.0.0-12) can resolve the jupyter crash:#3736

I will follow up with docker team (tonistiigi/binfmt/issues/62) and jupyterlab team (jupyterlab/jupyterlab/issues/11186). Once the crash has been resolved, release CI should use the latest docker image again. Open this issue to track.

Reproduction instructions

Just see failed CIs from release_linux_aarch64.yml.

Expected behavior

jupyter notebook should work well without any crash
