This PR adds functionality to snapshot documentation to S3 when new tags are created, allowing for versioned documentation alongside the existing static documentation for the main branch.
- Adds conditional logic to sync documentation to different S3 paths based on Git reference type
- Creates separate workflows for main branch (static docs) and tagged releases (versioned docs)
- Refactors the existing S3 sync step to use working-directory and simplified run command
