Description of changes:
Updating
matplotlibfrom v3.8.2 to v3.8.3 caused the encoded string intest_figure_cell_initto change slightly. This PR updates the pinned minmatplotlibversion inpyproject.tomland the expected encoded string in the unit test.I manually generated the test figures and verified that they are the same as before the version update.
