Breaking Changes
This replaces BLT's settings components with the Drupal Recommended Settings plugin. This is intended to facilitate the migration to DRS as part of the BLT End of Life.
To migrate, update to the latest version of BLT and then run ./vendor/bin/blt blt:migrate
