Description
This PR updates toolkit version to use gnu tar + zstd compression/decompression as default. For self hosted runners, bsd tar + zstd option is there as backup.
Motivation and Context
This addresses problems listed in here: #984
How Has This Been Tested?
CI tests of toolkit were passing. Self hosted windows runner is not tested
