Detailed Description:
Open on load is selected in filter options but filter doesn't open on load. It flashes open for second then collapses shut.

Steps to Reproduce:
go to the Products page: https://business.stage.adobe.com/products.html
Open CaaS card collection
Note that filter option 'Open on load' is selectd
Load the page an notice categories are open but quickly disapperar.
Expected Results:
When Open on load is selected card categories should be open when page is loaded.
Please note, this page is staged with Summit content and cannnot be activated until March 18. PM is would like issue fixed before Summit go live, if possible.
