A major folder restructuring + addition of climate forcing simulation tools

This version provides updates to synchronize MATALB and ISSM versions of GEMB

MATLAB Version 0.1 of the Glacier Energy and Mass Balance (GEMB) model. The MATLAB version of GEMB is no longer being maintained. GEMB is now included as a module in the NASA/JPL Ice-sheet and Sea-level System Model (ISSM) (https://issm.jpl.nasa.gov/) where it is actively being improved and maintained.
