Description

Change increases the client timeout for the k8sVersionStrategy to 10 seconds. This corresponds with the GH timeout and attempts to mitigate intermittent timeout issues observed during usage. The GH timeout being increased was positive in adressing similar issues with GH hosted artifacts.

Motivation and Context

• I have raised an issue to propose this change, which has been given a label of design/approved by a maintainer (required)
  Mentioned in Feature Request: Add retry mechanism #778 as a potential mitigation strategy.

How Has This Been Tested?

Functional only. As its a timeout increase its more challenging to test the effects, only assure against negative effect.
