This PR ensures that the gpu_device Controller param matches the indexes returned from nvidia-smi.

@mattdeitke were you involved in the discussion with Eric about this? I have reason to believe this solution doesn't work consistently across machines (I'm seeing that I need to specify -force-device-index 1 to get unity to spawn the process on GPU 1 when there are only 2 GPUs but that I need -force-device-index 2 to target GPU 1 when there are >2 GPUs...
