Adds the release trigger script + make targets as done in syft, grype, et. al.
In the process I noticed the coverage threshold was much lower than what's being tested now, so I bumped the threshold and updated the mechanism to the same as syft (coverage.py).
Note: the target branch is the same as #39 , I'll update and rebase when that is merged.
