docs: Add v0.2.0 changelog entry (#382)

This PR adds the v0.2.0 changelog entry documenting all changes since
v0.1.4, including protocol adapter integration, engine simulator
features, RM specs updates, and various CI/CD improvements. The
changelog follows existing formatting and categorization standards.
