This release features newer tech under the hood:

• Now using PostgreSQL 16.8 (previously 10.15)
• All components now use .NET 8 (previously .NET Core 3, .NET 7)
• Updated keycloak library for authentication and authorization
• DeploymentConfig migrated to Kubernetes-native Deployment

Fixed the rebound issue that the request rotation list order incorrectly calculated.

Fixed the following issue:

1. User can't login to the system. Some of the users got 401 error when they login to the system.
2. The issue that the order of the hired rotation list is wrong, which caused the user can't hire equipment properly.
3. The issue that the page does not show new added request details when the user created a new request.

1. Upgraded .NET version to 7.0.
2. Fixed the seniority issue when bringing back an equipment from archived to approved.
3. Fixed the issue that the user can't rollover districts for a the fiscal year.
