Summary

Added the rule useAwaitThenable, which enforces that await is only used on Promise values. This was a commonly requested feature in the comments of #3187

The core logic is nice and tight, but (ty.is_inferred() && !ty.is_promise_instance()) may skip cases where the awaited expression’s type is known but not considered “inferred” (for example, explicitly annotated return types). If is_inferred() is false for an annotated non-Promise, something like const f: () => string = ...; await f(); would not be reported even though it clearly violates the rule’s intent. It may be safer to gate on a predicate that means “type is known and not unknown/any” rather than inference specifically, and to add tests for annotated string vs Promise cases to lock this in.
