Description

Checking the end of each py file and removes also trailing spaces. Checks also the toml file.
Those hooks are very standard. To apply them there will be a ‘make fmt’ introduced. Note that at the moment
you still have to do the ‘pre-commit run --all-files’ route.

• Add our license to new files.
