Cleaned up some formatting.

Simple cleanup of newlines, attempted to organize code in a more uniform way and fix some of the whitespace issues I introduced with my last PR.

Fixed collection issue

Added UsnJrnl collection by default

Added the UsnJrnl to the default collection as well as a flag to not collect it. This is due to how much longer it can take to collect that single artifact

.NET Core Conversion

Removed the dependence on .NET Framework, for Windows, or Mono, for Linus and MacOS, to execute CyLR on endpoints.

CyLR now consists of multiple downloadable versions, per release, that are native to each OS. These are all self contained and portable binary packages with no external dependencies.
