apps: add --min-part option to write min partitions op1a flavour file

Some applications (Calibrated, Adobe Premiere CS5.5) were found to
not support separate partitions for header metadata, index tables,
essence container data and footer.

The --min-part will result in a file with just 2 partitions, a
header partition (containing header metadata, index tables and
essence container data) and a footer partition.

This flavour is not supported for AS11/AS02 OP1A.

rename scm_version.h to avoid duplicate in vs8 build
