Summary

We need a consistent pull request template for projects across the lab to use when a project-specific template does not exist. The one we currently have in this repository may not be the best for general lab usage.

Motivation

This will make maintaining multiple repositories much easier for project leads, and make searching for past pull requests based on expected format much easier. It also enables a robust and structured method for helping people submit pull requests that are straightforward and easy to act on.

Implementation

There are many options, so we'll need to choose what's best for our needs. A particularly important requirement is including checklists for people to check their own work before a code review.
