This is a manual cherry-pick of #7361

Update the golang.org/x/net package from 0.0.0-20220225172249-27dd8689420f to 0.17.0 to fix vulnerabilities CVE-2023-39325 and CVE-2023-4448.

OpenShift Container Platform went EOL on September 10, 2023, as such, this defect will not be fixed in 4.10.
