Blockade isn't perfect, but is working at least for the couple of closest enemy shipyards. At some point it would be a good idea to implement a modulus operation on the ship.id for each ship heading out to blockade to make sure that each other players' shipyard gets targeted, instead of just whatever is closest.

Blockade is working.  Not perfect, a ship # modulus determination to send each
ship to a separate enemy's shipyard would be better, but this will do for now.
