Addressing issue #354
Dialogs previously incorrectly applied membership/ownership time constraints from tagged groups. Fixes so that if a renewing user selects a time constraint that is lower than the max time allowed by a group tag, that choice is preserved. Like before, if the renewing user selected a time longer than that allowed by a tagged group, the selected 'until' duration is lowered to the max allowed time.
Also tweaked required reason logic because a small similar bug there too.
