When streamer files are completely repacked or express processed we have to send a notification back to the StorageManager via the P5->CERN transfer system.

When streamer files are completely repacked or express processed we have to send a notification back to the StorageManager via the P5->CERN transfer system.
Works the same was as in the old Tier0, the Tier0Injector configuration needs a rule to forward these notifications to P5. In additions, the Tier0 needs to be told the base dir for the Tier0Injector (because it calls some code there).
config.Tier0Feeder.transferSystemBaseDir = '/data/blah/Tier0Injection'
This setting is optional, if it's not there or doesn't point at a directory, notification to P5 are disabled.
