If Express processing takes too long, a timeout kicks in and AlcaHarvest is run even before the end of Express processing. It is then run again at the end of Express processing, but at the moment the generated payloads are abandoned, the conditions upload won't touch them. Change this to always immediately upload late arriving conditions payloads (and let the dropbox sort it out).
