If multiple runs are to be released for PromptReco currently this happens in a single transaction. Split this into run by run transactions.

If multiple runs are to be released for PromptReco currently this happens in a single transaction. Split this into run by run transactions in order to speed it up (ie. the runs released earlier can run their job splitting and job submission already while the other runs are still released).
