This commit adds properties that control the latest known versions of the shared frameworks for 1.0, 1.1, 2.1, and 2.2.

See #10879. Disabling these tests until we figure out a way to make them work for servicing builds that will be bumping the versions without the unreleased, upcoming shared frameworks being available.

This PR adds properties to control the shared framework versions for the 2.1 and 1.x servicing releases.
This will be used when building the servicing releases to bump the versions to what is forthcoming.
