The EditorFeatures.Cocoa version was copied from our VS layer, this moves the generation of help links to EditorFeatures. The helper methods that in there for actually launching a browser window have been removed in favor of the service we already had for that.
This moves us down to one folder instead of, and fixes up namespaces to match the WPF side.
