Initial support for second order cone programs,
already activated also through the CVXPY interface.
It is already tested to give correct results but
is scheduled to be changed to improve runtime performance
(the refinement formulation, which is nonconvex in general
but is convex when both the primal and dual cones are active,
will be substituted for the convex loss for specific SOCs
which are both active.)
