Removing the manylinux PyPi wheels. They were pointless anyway :)

This is a maintenance release that fixes cascade's compatibility with the latest heyoka/heyoka.py.

This release changes the PyPI name from cascade to cascade.py, in order to avoid name collisions with an existing project on PyPI.

This release adds the licence file necessary for distribution over Conda.
