By creating this pull request, I grant the project maintainers an unlimited,
perpetual license to use, modify, and redistribute these contributions under any terms they

Description

• Add --no-cloud option for pangolin cloud to prevent fall back to the cloud if desired
• Dont overwrite config file each load
• Print config file location if used on load
• Put a limit on the hp messages sent to prevent overuse
