LIGOTimeGPS can't represent infinity, so we need to catch them in comparisons and equality checks and just declare the result

LIGOTimeGPS can't represent infinity, so we need to catch them in comparisons and equality checks and just declare the result. This PR adds checks in
__lt__and__eq__to achieve that (with tests).
