new debian version with debug package

added support for creating debian packages

This changeset allows a user to create their own debian packages for
easier deployment of libmpq.

By running "fakeroot debian/rules binary", you will create three
debian packages in the parent directory:

 * libmpq0_*.deb    - the actual shared library
 * libmpq-dev_*.deb - headers, static lib and developer man pages
 * python-mpq_*.deb - python bindings (mpq.py)
