Description

• Update to Rust 2024.
• Fix race condition in cargo fmt run by pre-commit.
• Test with Rust 1.86.0.

Motivation and context

Prevent developers from loosing work when they run pre-commit and ensure that Row builds with the latest Rust toolchain.

pre-commit passes locally.
