Make class InProgressStroke more consistent with class Stroke by adding a move constructor and a move assignment operator. Add a unit test to exercise the newly added code. Also apply a Clang Tidy IWYU fix. PiperOrigin-RevId: 675266267

Make class InProgressStroke more consistent with class Stroke by adding
a move constructor and a move assignment operator. Add a unit test to
exercise the newly added code.
Also apply a Clang Tidy IWYU fix.
