Here we increase the MAX_MONEY constant to allow for the creation of the Treasury Superblock.
Increase version release to 0.15.0.
Define the address, amount, and height values for the Treasury Superblock.
Add SB consensus rules and amount.h to includes.
Add treasury superblock logic to validation.cpp.

This mandatory update brings us into the treasury-era by producing a superblock that will provide project funding, greater flexibility, and continued strength for decades to come.

The developers are now completing the final testing of this version and anticipate having the production release available here on Github this Sunday.
