This commit introduces the `Buffer.CopyToDevice` method, which allows copying a buffer to a different device using the `PJRT_Buffer_CopyToDevice` C API call. The implementation includes: - A new `CopyToDevice` method on the `Buffer` struct. - A corresponding unit test to verify the functionality.
