I don't mind an RC. An RC dependency on a series branch would be a nuisance to regular releases or security patches until these dependencies go final. But we can always revert it or branch around it if another release needs to surpass it, so I'm fine keeping it simple. |

Further propagates the CE v3.5.0 release candidate. This release brings major changes which required some fixes in FS2 (also bumped in this PR) and may require changes in other downstream libraries (e.g. see http4s/blaze#772, http4s/http4s-dom#253).
To help canary these RCs, we should consider releasing an http4s RC, or at least a snapshot. Thoughts? Not sure if we want to merge this PR into mainline yet, in which case we would have to release off of a branch.
