The workflow never was accessible without the --hbp flag and has performance
issues without being widely used (as far as we can tell).

Enforce encoding when reading license file (#3021)

On mac, apps use ascii as default encoding (.app). The file 3rd party license
file contains non-ascii characters -> encoding needs to be set.
