Add -Wno-gcc-compat to abseil build flags for clang

When compiling abseil under clang, you get tons of spurious warning messages
which this flag silences. This flag is recommended on on abseil.io's page
regarding compiler flags at https://abseil.io/docs/cpp/platforms/compilerflags

"-Wgcc-compat is disabled because we want to use Clang-specific features in a
Clang compilation branch and not get unnecessary warnings about GCC."

jsoncpp: upstream update to 1.9.5

freetype2: update to 2.11.1 point release

remove incorrect known-fail on Windows, which was due to the python
purelibdir warning. Current freetype2 in git master moves to
find_program anyway.
