What problem does this PR solve?

Refactor logic of dump mem index

  1. Get chunk id in DumpMemIndex()
  2. Do dump in CommitBottomDumpMemIndex()
  3. Dump index for sealed segments asynchronously in CommitMemIndex() after append covers multiple segments.
