Penguin HDL's First Release! 🎉

This initial release captures the configuration of penguin for some upcoming publications. Notable hardware designs include:

• A working keccak implementation with a testbench that implements SHA-3 hashing
• A basic ALU with a Sklansky parallel prefix adder
• A functional UART tx module
• A handy 7-segment display decoder (and a driver for multiplexing 4 7-segment displays, tested on the Alchitry Io board)
