Travis was failing again, I had to add a staging profile that adds jakarta oss staging repo and enable that in travis build.
With that, it seems to run just fine again.

@starksm64 this should fix the CI setup and javadoc builds for JDK 11.

I have also noticed that none of recent milestone releases created either tag or release under this repo which makes it really hard to figure out what was included in any given release and what wasn't. I suppose this could be fixed via Jenkins release job setup?
