The racc gem used to contain GPL-only code, which prevented us from using it directly. That code has been moved to a separate and racc 1.5.2 is working and safe for us to use.
Previous logic was failing for racc since it has a -java platform. The glob here ensures any default gems installed into the temp location will properly be enumerated.

This updates us to using racc from the gem as we do on master. This should resolve #6507.
