misc: remove redundant helpers from kps; add kof-mothership related 1. refer to more downstream values of kube-prometheus-stack if needed 2. leave only those needed for rules templating 3. add similar ones for kof mothership monitoring add rule group for mothership control plane monitoring and for mothership as well fixup reverse logic filtering for bools
