### UPDATE: This has been an exploration branch of future Kdeps features. Will close this PR now.

On this PR is a major change that will add new improvements particularly:

• New v0.3 schema with a new uniform attribute format
• Detect Pkl errors on packaging, and will fail packaging if pkl errors is detected
• Major overhaul by removal of file-based PKL, promise operator and hacky regexp, which consist of 2 major changes
  • a new name service that will resolves registered AgentID and ActionID. In addition to available agents installed. Removing the regexp search and replace match of the IDs.
  • a new PKL resource that will be backed by SQLite, which will deprecate file-based PKL processing, base64 encoder/decoder, and promise operator.

These changes will significantly reduce the codebase size making it more simpler and easier to maintain.
