This PR adds documentation for all of the policies that can be configured in the RAWeb interface or via
App_Data/appSettings.config.For the policies related to forcing settings that are available in the settings page, the policy doumentation is just a copy of the description for the policy that appears in the policy editor.
All other policies have additional descriptions and screenshots. They still show a copy of the policy description as it appears in the policy editor.
This is part of the work to complete #118.
