To resolve: #1629
@Daniel-Worrall reports that he's hitting errors with his database due to the number of placeholders in bulk inserts. MySQL hardcodes the upper limit here as 65,535. I believe it's lower for both PostgreSQL and SQL Server.
Instead of chunking by entries, we chunk our inserts based on the number of tags.
